The invention discloses a device and method for measuring the temperature of the surface of a portable continuous casting slab. A temperature measurer is fixed on a circular electric dial driven by an electric motor, a measuring head is located in the circle center position of the electric dial, the electric dial is fixed at the front end of a mounting bracket, the electric dial and the mounting bracket are both fixed above the continuous casting slab, and a computer is connected with the electric dial and the temperature measurer to be used for completing the rotating speed setting of the dial and the temperature data acquisition of the temperature measurer. A measurement point and a measurement end point in the vertical direction are accurately positioned by using a laser range finder, simultaneously, data such as measuring data, a drawing speed, the rotating angle of a rotating disk, and the like is transmitted to the computer so as to calculate the distance between a measurement beginning point and the measurement end point and the rotating angle velocity of the rotating disk, and the temperature measurer continuously transmits temperature data signals for carrying out tracking temperature measurement on the casting slab to the computer; the computer processes the temperature data transmitted by the temperature measurer; and finally, a temperature variation data table and a variation curve are generated, thereby providing key parameters for the secondary cooling control of continuous casting.
