The invention discloses a constant-temperature constant-humidity type direct current frequency conversion twin-stage heat recovery air conditioner. Refrigerant in a gas-liquid separator flows back into the gas-liquid separator after successively flowing into a compressor, an oil separator, a fin condenser and a fin evaporator, and a refrigerant circulation loop is constituted. The refrigerant discharging end of the fin condenser is further successively connected with a one-way valve, a reheating condenser and a heat recovery energy regulation valve, and the refrigerant discharged by the heat recovery energy regulation valve flows back into the fin condenser. By means of the structure, the reheating condenser replaces an electric heating tube, waste heat is recovered and used, and loss of electricity is greatly reduced. In addition, a plate type water medium heat exchanger is additionally installed, after heat exchange of high-temperature and high-pressure refrigerant output by the compressor is conducted, water flowing out of the plate type water medium heat exchanger becomes hot water, the hot water is provided for daily life, and load of a condenser draught fan is reduced.
