Since the American Coleman Report in the middle 1960s,manys cholars in the educational field,such as Weinstein,MacGuffey,Earthman,Edwards,Cash,Lemasters,Lanham,Al-Enezi and Sean O'Sullivan,etc.,haved one extensive and in-depth research on the effect of school conditions on students,including physical environment,infrastructure,school facilities,and soon.These systematic studies provide strong empirical evidence and policy suggestions for the elementary and secondary schools'planning,construction andi mprovement in China.This paper introduces the Cash theoretical model whiche xamines the relationship between school conditions and student achievementa nd behavior,in the hope to bring about indigenous research in related areas inC hina and push forward the standardization construction of Chinese elementarya nd secondary schools as well as the evaluation of related programs and policies in the new era of educational reform.
