BULANIK UZMAN SİSTEM YAKLAŞIMI İLE YEŞİL KART BAŞVURU DEĞERLENDİRME SİSTEMİ

Ozet: Bu calismada yesil kart basvurularinin degerlendirilmesinde kullanilan iki katmanli bir uzman sistem gelistirilmis ve Erzincan Il Idare Kuruluna karar destek sistemi olarak tavsiye edilmistir. Uzmanlarca hazirlanmis 973 kurala gore degerlendirme yapan uzman sistemin, insan kaynakli hata ve kotuye kullanimlarin onlenmesinde onemli derecede rol oynayacagi dusunulmektedir. Sistemin testinden elde edilen sonuclar gostermektedir ki gelistirilen uzman sistemin elde ettigi degerlendirme sonuclari 5 farkli uzmanin gorusuyle %98.6 oraninda ortusmektedir. Anahtar Kelimeler: Uzman Sistemler, e-Devlet, Yesil Kart Abstract : In this study, a two layered expert system isdeveloped in order to use in evaluation of the green card applications and recommended to the commission of Erzincan Provincial Administration Board as a decision support system. It is considered that the expert system, which evaluates according to the 973 rules prepared by the experts, will have an important role in preventing the errors made by people and misuse. The consequences gathered after the system test shows that the evaluation results of the expert system are compatible with the experts’ evaluation at the rate of %98.6.
