Multicarrier-collaboration-based Emergency Packet Transport Network Construction in Disaster Recovery

For efficient post-disaster recovery, we investigate the approach for multicarrier collaboration to obtain and take advantage of more surviving resources in a broader range within the disaster area. In our approach, carriers can quickly recover the communication capability while satisfying the important traffic requirement (e.g., for victim relief) with further reduced recovery costs. To validate the feasibility of this approach, we firstly propose an architecture design and a six-phase process for both the construction and control of the multicarrier-collaboration-based emergency packet transport network. Through demonstration, we successfully validate that both carriers can benefit from the multicarrier-collaboration-based disaster recovery to fully take advantage of the surviving network resources. More importantly, with the collaboration between the carriers and a third-party organization, the confidential carrier topology information is strictly protected.
