The present invention discloses a microreactor apparatus and preparation process for producing 2-hydroxyethyl hydrazine, said apparatus comprising a feed system, a hybrid system, the reaction system, back-pressure valve, receiving a cooling system, cleaning system, and an external circulation bath system; the feed system comprises a hydrazine tank, an ethylene oxide tank, feed pump; a mixing system comprises a series CPMM or SIMM or Starlam micromixer; a reaction system comprising some cracking reactor ; the back pressure valve pressure range 0 ~ 15MPa; receiving said cooling system comprising a heat exchanger and micro-series CRMH receiving tank; said cleaning system comprising a cleaning tank and cleaning the pump, both connected in series; the hydrazine hydrate ethylene oxide tank or tanks, feed pumps, micro-mixer, cracking riser reactor, a back pressure valve, micro-heat exchanger connected in series and receiving accumulator; the mixing system, the reaction system, the cooling system are received placed in a circulating bath system.
