Facebook: Regulating Hate Speech in the Asia Pacific

This study was funded by the Facebook Content Policy Research on Social Media Awards. It maps hate speech law in India, Myanmar, Indonesia, The Philippines and Australia. It compares a definition of hate speech from scholarlship with Facebook’s. It explores how FB policies and procedures moderate content, by examining corporate literature, conducting interviews with staff, and mapping organisational responses. It analyses hate speech from the public FB pages of LGBTQ+ groups that escaped filters. It recommends FB: • extend consultation with groups • develop and publicise its trusted partners channel for crisis reporting . • hold an annual stakeholder regional roundtable • support administrators as critical gatekeepers with training and education.
