SMART VEHICLES BUT STUPID TRANSPORT?: NETWORK STRUCTURES IN TRANSPORT TELEMATICS

This paper examines the emerging problem of network governance, in transport telematics. A major challenge which has yet to be adequately addressed is the form of economic institutions which will have to be established in order that the new markets for transport telematic services operate efficiently. Some key barriers to transport information network developments in road, rail and combined transport are outlined. The paper looks at the contribution which the European Commission's DRIVE (Dedicated Road Infrastructure for Vehicle Safety Emissions) programme might make to the emerging problems of network governance in transport telematics. It concludes by offering some issues for further discussion in the development of governance structures. In particular, it is noted that even in the information age most firms depend upon efficient flows of people and products. In future transport policy we will need to consider both wheels and wires.
