Pembaruan Agraria Dan Kebutuhan Lahan Untuk Pembangunan Pertanian: Memadukan Aspek Landreform Dengan Aspek Non-landreform Dalam Kebijakan Pembaruan Agraria

The agrarian renewal in Indonesia would be likely to face two aspects, i.e.: landreform and non landreform. Each of the aspects has so far been view differently by different parties, in which the landreform has become the object of attention of NGOs, whereas the non landreform aspects have become the object of attention of technical departments, for instance Agricultural Department. This article is trying to review various basic problems as well as the policies having been made recently, focusing on integrating the two aspects in a more operational agrarian renewal concepts. With all limited data and various burdening problems, the policy of rural and agricultural development that 'has to' be formulated and applied, is worryingly predicted to face troubles and likely threatened to be unable to operate. The concern towards the non landreform aspect in the agrarian renewal policy should also be paid balance attention as the landreform aspect.
