Monitoring in der Verkehrsentwicklungsplanung. Schluesselgroessen und Prozessgestaltung / Monitoring in the field of traffic development planning - key elements and process schemes

Die Verkehrsentwicklungsplanung ist derzeit im Wandel begriffen. Herkoemmliche Prozesse zur Aufstellung von Verkehrsentwicklungsplaenen sind nicht geeignet, um aktuelle Entwicklungen und Strukturen ausreichend zu beruecksichtigen. Der Artikel beschreibt die derzeitigen Probleme in der Verkehrsentwicklungssplanung, gibt Einblicke in bereits bestehende innovative Ansaetze im In- und Ausland und stellt insbesondere die Notwendigkeit eines kontinuierlichen Monitorings und Controllings in der Verkehrsentwicklungsplanung dar. Abschliessend werden Hinweise gegeben, wie das Zusammenspiel zwischen parallelen Planwerken wie dem Laermminderungsplan oder dem Nahverkehrsplan und dem Verkehrsentwicklungsplan gestaltet werden kann. ABSTRACT IN ENGLISH: The comparison of concepts regarding traffic development plans and strategic development process schemes - fairly commonplace in company business planning - shows evidence of methodical shortcomings. Apart from missing details about priorities, financing und timetables in relation to conceptual measures, it is in particular the lack in the continuous examination and tracking of base assumptions that form the back-ground for drawing up, and deciding, future conceptual measures. This needs to be emphasized during the project's realization phase. Basic thinking about the relationship of cause and effect is used in this study to describe, in an exemplary way, the impact of varying key assumptions (e.g. base data). There are obvious requirements for an ongoing monitoring process that could make a contribution towards taking traffic development planning to the higher level of a town/regional transport strategy. In this context, due consideration is also given to the integration of work plans running in parallel. (A)
