Abstract : To support the Reports to Congress on the National Defense Stockpile of Strategic and Critical Materials, the Institute for Defense Analyses (IDA)has developed a suite of mathematical models and databases known as the Risk Assessment and Mitigation Framework for Strategic Materials(RAMF-SM). Part of RAMF-SM involves computing potential shortfalls of strategic materials in a national emergency, by comparing estimatedmaterial demands with projected available supplies. This paper describes in detail the portion of the RAMF-SM methodology that adjusts thedemand and supply values to lessen the possibility of spurious or artificial shortfalls or surpluses due to data quality issues.
