Thailand Environmental Policies: Mitigation and Adaptation to Climate Change and Implications for Human Security

For over a decade, since Thailand ratified the Kyoto Protocol1 and the UNFCCC,2 the Ministry of Natural Resources and Environment (MONRE) has been the designated focal point for its implementation. Consequently, climate change concerns have always been identified with MONRE, and have come to be addressed mainly as an environmental issue. This has also led to Thailand’s climate change policy focus on mitigation. The establishment of entities such as the recent Thailand Greenhouse Gas Management Organisation (Public Organisation),3 also the Designated National Authority for Clean Development Mechanisms (DNA-CDM), reflects such a focus and further places climate change within an environmental policy framework.
