La pathologie des ouvrages de défense active contre les avalanches

La securite paravalanche apportee par les ouvrages de retenue de neige doit rester absolue pendant toute la vie d'un dispositif. Une enquete a montre que ce n'etait pas toujours le cas. Un entretien regulier est donc toujours indispensable. Les principales degradations possibles sont identifiees dans leurs types (fondations, mecaniques, physico-chimiques) et dans leurs causes (internes ou externes, normales ou anormales). Il a fallu egalement formaliser les differentes etapes d'une demarche diagnostic : la preparation, l'evaluation et le classement des desordres, puis la programmation des travaux. Enfin les aspects financiers et le partage des responsabilites de cet entretien expliquent aussi une bonne partie des defaillances constatees. Le role et l'action de l'usager, du proprietaire, du maire et du prefet sont eclaircis. La volonte de prevention des catastrophes doit se perenniser apres les travaux. / The safety brought up by supporting structures towards snow-avalanches has to remain total during all their life. An inquiry has shown that this was not always the case. A regular maintenance is therefore always indispensable. The main possible degradations are identified in their types (foundations, mechanics, physico - chemical) and their causes (internal or external, usual or unusual). It has been also necessary to formalize the different stages of a diagnosis process : the preparation, the evaluation and the classification of disorders, then the programming of maintenance. At last, financial aspects and the division of responsibilities of this maintenance also explain a large part of the failures observed. The role and the action of the user, of the owner, of the mayor and of the prefect are lightened. The will to prevent catastrophes must last long after the works are finished.
