According to the method, the rainfall or snowfall is realized by adopting an air mobile base station; the air mobile base station consists of an aircraft system, a charged particle generating system and a monitoring control system, wherein the monitoring control system monitors and analyzes weather climate parameters; the aircraft system carries the charged particle generating system to reach a set high-altitude area according to an instruction of the monitoring control system; the charged particle generating system sows high-density plasmas according to the instruction of the monitoring control system; the plasmas are dispersed to an acted cloud layer along with the movement of the aircraft system so as to influence a physical process in a cloud, and fall rain or snow in the area. In addition, the invention further provides a corresponding device. According to the method and the device, the operating window requirement is wide; the effect is more remarkable; the transportation loss of the charged particles is greatly reduced; the rainfall efficiency can be effectively improved.
