Advanced Technologies And Satellite Services For Enhancing Space Surveillance

2010
Space-based systems are becoming part of our infrastructure and our dependency on space-based services has grown. Therefore, the assured availability and operational readiness of space-based services is essential, undoubtedly. However, satellites are subject to a variety of damaging effects and potential threats. These are mostly caused by an increasingly crowded region of outer space, by space weather including solar events and, unfortunately, even attacks on space systems which are no longer sience fiction as impressively demonstrated in 2007 with the Chinese anti-satellite test and the intercept of USA-193 in 2008. Today, German forces use several space services primarily for reconnaissance, communications and navigation. As a matter of fact, Germany`s sovereignty and national security depend on the availability of multiple space services. This led the Federal Ministry of Defence to set up a dedicated military Space Situational Awareness Centre at Kalkar/Uedem, Germany. This paper provides information on a range of technical issues related to space assets that are important for anyone involved in the debate over space security and gives a brief survey of the German SSA program. The paper deals with a subset of feasible man-made threats and its fatal effects on space assets. Furthermore, the preliminary conceptual design of an onboard sensor suitable for the instant detection of the previously described types of threats is presented. Finally, advanced technologies for the near real-time transfer of data are highlighted.
