The World Report on Violence and Health (Krug, Dahlberg, Mercy, Zwi, & Lozano 2002) places the
underlying causes of violence within societal and communal structures and practices, and not merely
within the violent offender. The public health approach encourages co-operative, inclusive,
preventative strategies, something that the older moral and legal paradigms did not. This generally
comprehensive Report, developed by the World Health Organisation (WHO), is a strong international
statement on the need to reduce the incidence of violence in society.
