Evaluating Quality in Healthcare Organisations: The Experience of the Performance Plan in Lombardy Region

The research carried out, based on a project that analysed all PPs drafted by Lombardy Region PHOs, aims at answering three main questions: Q1. What is the degree of compliance between regional guidelines and organisational practices in terms of quality measurement? Q2. How do PHOs really measure different quality issues both for internal purposes and for accountability issues? Q.3 What are the main criticisms and suggestions for future further improvements in increasing the PHOs accountability regarding quality results and performances? Data from a regional-wide programme are at the basis of the analysis.
