Chairman Hammond called the meeting to order at 3:00 P.M. The following Officers, Council Members, Committee Chairmen and Vice-Chairmen were present: Robert G. Dwyer, Northcutt Ely, Burns H. Errebo, Carroll L. Gilliam, J. P. Hammond, John B. Howerton, Joseph W. Morris, Cecil E. Munn, Jerome C. Muys, William C. Perry, John R. Rebman, James P. Rogers (for Norman J. Wiener), A. T. Smith, Oliver L. Stone, William K. Tell, Jr., Philip K. Verleger, Charles V. Wheeler (for Terrell Couch), Charles A. Zubieta. Others present were: H. B. Kidwell, David Stang, Howard A. Twitty. Mr. Gilliam, Chairman of the Committee on Environmental Quality, then presented a report and proposed Resolution prepared by his committee concerning long-term environmental issues facing the nation. After discussion, it was agreed that the matter would be further considered at the MidYear Meeting. Mr. Gilliam also reported that his committee had considered and recommended against a proposal to collect and republish environmental articles which had previously appeared in the Natural Resources Lawyer. After discussion it appeared that since environmental law is evolving so rapidly, previously published articles would be out of date and would not be of sufficient value to justify republication. The Council then resumed consideration of a request by Mr. David Stang, Assistant to the Under Secretary of the Department of the Interior, who, on behalf of such Department, had requested ABA support of the Department of Natural Resources organizational bills now in Congress, which had been considered by the Council at its meeting on July 4. After further discussion, it was the consensus that since the Council members had not had the opportunity to study and consider the bill, although the concept seems meritorious, that action should be deferred until the Mid-Year Meeting. The Chairmen then requested A. T. Smith, Chairman of the Public Lands Committee, to have his committee study the bills and submit a report and recommendation to the Council at the MidYear Meeting. Mr. Verleger reported that, as requested at the July 4 meeting, he had redrafted the resolution submitted by the Committee on Environmental Quality concerning citizen's suits.
