On November 12, 2016, the Colombian Government and the Colombian Revolutionary Armed Forces-Popular Army (FARC), signed the Final Agreement to End the Conflict and Establish a Stable and Long-lasting Peace [“the Havana agreement”]. The Havana agreement entered into force on December 1, 2016, after its approval by the Colombian Congress. It consists of six interconnected agreements on rural reform, political participation, disarmament and return to civilian life, illicit drugs, victims, and implementation and verification mechanisms that are to be read as an indissoluble whole.
