The utility model relates to a highly-efficiently waste heat recovery system with an organic heat carrier boiler, which comprises the organic heat carrier boiler, a flue and a heat regulator. An evaporator, a water preheater, an air preheater and a phase-change heat exchanger are arranged in the flue; the phase-change heat exchanger consists of an evaporating section and a condensing section; the evaporator is connected with a steam pocket to form a loop; an outlet end of the water preheater is connected with the steam pocket; the evaporating section of the phase-change heat exchanger is positioned in the flue; the condensing section of the phase-change heat exchanger is positioned in a ventilation pipe outside the flue; the ventilation pipe is communicated with the air preheater in the flue; an inlet end and an outlet end of a heat regulator casing are respectively connected with a heat conducting oil outlet pip and a heat conducting oil inlet pump of the boiler; a water outlet end of a water pipe passing through the casing is connected with the steam pocket; and a water inlet end of the water pipe is connected with the steam pocket to form a loop or connected with the outlet end of the water preheater. When the system runs under the rated design working condition of the organic heat carrier boiler, heat efficiency is high, steam output can be adjusted conveniently by the heat regulator, and stable supply can be ensured even in steam load fluctuation.
