The article presents an overview of political, institutional and economic problems of micro and macro-level, preventing the development of oil and gas complex, as well as the complexities associated with the formation and use of rental income in the context of the "resource curse". Proves the necessity of development of domestic technologies of production and processing, according to the author, to promote socio-economic development of Russia.
