Latar Belakang: Adanya perbedaan perlakuan, terutama dalam hal gaji maupun
rincian pekerjaan antara perawat Indonesia di Jepang dalam kerangka Indonesia - Japan Economic Partnership Agreement (
IJEPA)
, baik bagi yang belum
terregistrasi sebagai registered nurse maupun yang sudah (
kangoshi
)
. Perbedaan
ini ditengarai sebagai penyebab tidak terpenuhinya kontrak kerja selama 3 tahun.
Hal ini berarti bahwa retensi para perawat itu dalam bekerja di Jepang rendah.
Hal ini tidak hanya mendatangkan kerugian bagi para perawat itu sendiri, bagi
rumah sakit (
RS
)
tempat mereka bekerja, tetapi juga bagi Kementerian Kesehatan
dan BNP2TKI yang telah mengawal seluruh proses pengiriman perawat tersebut
dari awal.
Tujuan penelitian: Penelitian ini dilakukan untuk menggambarkan faktor-faktor
yang berhubungan dengan retensi perawaat Indonesia yang bekerja di Jepang
dalam rangka IJEPA
Metodologi Penelitian: Penelitian ini memanfaatkan data hasil evaluasi program
pengiriman Perawat Indonesia IJEPA dari Pusreng-gun SDM Kesehatan dan
BNP2TKI, sebagai data dasar. Wawancara mendalam dilaksanakan pada dua
kelompok informan. Kelompok pertama terdiri dari pejabat struktural yang
pernah menangani program pengiriman perawat IJEPA. Kelompok kedua ter diri
dari para perawat yang pernah bekerja di Jepang dalam rangka IJEPA. Analisis
kualitatif digunakan untuk menggambarkan faktor yang berhubungan dengan
retensi perawat Indonesia, yang dibuat berdasarkah hasil wawancara mendalam.
Hasil: Dari penelitian ini diperoleh bahwa ujian nasional kangoshi dan kondisi
kerja di Jepang merupakan faktor-faktor yang berhubungan dengan durasi kerja
para perawat Indonesia, sehingga mereka dapat menyelesaikan waktu kontrak
selama periode 3 tahun
Kesimpulan: Untuk mempertahankan tingkat retensi perawat Indonesia yang
bekerja di Jepang, penting sekali untuk mempersiapkan para perawat tersebut
untuk berhasil lulus pada ujian nasional kanghoshi, selain memberikan kondisi
dan lingkungan kerja yang baik selama mereka berada di Jepang
Background: There is a gap of treatment, especially salary as well as job
description, between non registered and registered Indonesian nurses (
kangoshi
)

who worked in Japan in the framework of Indonesia - Japan Economic
Partnership Agreement (
IJEPA)
. This gap is further identified as the cause of
unfulfilled job contract of 3 years of those Indonesian nurses. It means that the
retention of those nurses are low. This problem creates disadvantages, not only to
those nurses themselves, to the hospitals where they worked, but also to the
Ministry of Health of the Republic of Indonesia and BNP2TKI who guided all the
process from the very beginning.
The purpose of the study: This study is conducted to identify factors relating to
the retention of Indonesian nurses, who worked in Japan in the framework of
IJEPA
Research methods: This study used data evaluation of the IJEPA Nurses
program from Pusreng-gun SDM Kesehatan and BNP2TKI, as the background
data. In-depth interviews were conducted to 2 groups of key informants. The first
group consists of structural officials, who once dealt with the program. The
second group consists of nurses, who worked through IJEPA. A qualitative
analysis was used to identify factors contributing to the retention of Indonesian
nurses, based on the in-depth interview results.
Results: It is identified that the national examination of nurses and the working
condition are influential factors that contribute t o the duration of work of the
Indonesian nurses until the end of contract period
Conclusion: to keep the retention rate high, it is important to fully prepare the
nurses to pass the national exam of nurses, as well as providing good working
condition and environment
