The invention discloses a toner containing herbal components. The toner is prepared from the following raw material components by weight: 0.3-12.0 percent of polyhydric alcohol moisturizing agent, 0.1-1 percent of sodium chloride, 2.0-10.0 percent of softener, 0.01-0.5 percent of sodium hyaluronate, 0.01-10 percent of stabilizer, 0.01-0.2 percent of preservative, 0.1-1 percent of pre-processed plant petals and the balance of deionized water. The invention further discloses a preparation method of the toner containing herbal components. The toner is simple in preparation process, and reasonable in raw materials; natural aroma and nutrient substances in the plant petals are effectively gradually slowly released in the toner, so that the toner contains the natural aroma and all nutrient substance in the pedals, and the nutrient toner which is high in nutrient content, good in skin nourishing effect, and efficient and safe, and does not contain aroma chemicals and a surfactant is prepared.
