City smart-growth evaluation system

According to the United Nations, economically prosperity, socially equity and environmentally sustainability are the core concepts of Smart Growth. Thus four indicators are defined which reflect these concepts. They are City Area and GDP Per Capita (AGPC), Construction of Public Transports Development Index (PTDI), Construction of Average Cultural Degree of the City (ACDC) and Construction of Urban Environmental Sustainable Index (UESI). The weighted average of values of these indicators (CSES) could be used to measuring the success of city smart-growth. While the weights is determined by different indicators' importance of a city, based on a pairwise comparison matrix. CSES helps us with city smart-growth evaluation, providing developing plans and prediction city's future. Future work is also given.
