[Problem] To provide a novel, improved method for manufacturing a master, with which an optical body having a desired base value can be produced more stably, and to provide a master and an optical body. [Solution] Provided by one aspect of the present invention is a method for manufacturing a master, said method including: a first step in which a first bumpy microstructure, the bumps of which have an average period not exceeding the wavelength of visible light, is formed on the surface of a substrate body; a second step in which an inorganic resist layer is formed on the first bumpy microstructure; a third step in which an organic resist layer is formed on the inorganic resist layer, said organic resist layer containing an organic resist material and filler particles dispersed in the organic resist material; a fourth step in which a bumpy macrostructure, the bumps of which have an average period that is greater than the wavelength of visible light, and a second bumpy microstructure, the bumps of which have an average period not exceeding the wavelength of visible light, are superimposed and formed on the surface of the substrate by etching the organic resist layer and the inorganic resist layer.
