ANÁLISE DA EVOLUÇÃO DO SISTEMA NACIONAL DE INOVAÇÃO EM BIOTECNOLOGIA NO BRASIL

The objective of the paper is to evaluate the evolution of the National System of Innovation in Biotechnology in Brazil, especially after 1990. We use neoschumpeterian theoretical reference, which emphasizes the role of innovation in economic development. We proceed data collection in CNPq’s  research groups and INPI patents data base in Brazil and  we  analyses selected indicators of scientific and technological performance. The results analyses of the research groups show substantial improvement through the studied period, suggesting scientific maturity in biotechnology and effectiveness of the fomenting policies in the sector. While the results of patents have unsatisfactory results, pointing to innovative and technological fragility, highlighting the need for greater support for innovation. The results also indicate the existence of geographical disparities, and great predominance of South and Southeast regions. The conclusion of the research is that the National System of Innovation in biotechnology in Brazil is partially developed, strengthened in scientific scope, and deficient in technological scope.
