ANALYSIS OF THE CONCEPT OF TERRITORIAL GOVERNANCE FROM THE APPROACH OF URBAN DEVELOPMENT

The objective of this article is to identify, from a theoretical and bibliographic, review the evolution of conceptual approaches to governance with territorial perspective, through the exploration of different authors and official institutions who have addressed the issue from different shades. This exploration is organized in five sections, the first is synthesized the emergence of governance, highlighting the Anglo-Saxon notion and the prospect of international agencies; in the second are over-emphasised sheds and theoretical approaches of governance related to the new public management, addressing the multilevel conception, democratic, territorial and urban integrated. A third section discusses governance as an instrument of territorial convergence, its characteristics and principles, to subsequently in a fourth subparagraph expose the relationship between governance, governance and the Government, highlighting the social participation as key actors immersed in the urban system Assembly. Finally, in the fifth section it presents the link between the urban management and public action, synthesizing trends and approaches to urban development. Based on the conclusions established the conceptual similarities between the territorial governance and metropolitan governance integrated, as a contribution to facilitate the debate in future research works.
