Control method and apparatus for radio resource management (rrm)

The present invention provides a control method and an apparatus for radio resource management (RRM). The method comprises: a base station establishes a user equipment group for a plurality of terminals in a radio resource control (RRC) connected state; the base station establishes a common group signaling radio bearer (Group-SRB) for the user equipment group; the base station sends, by downlink transmission, configuration information to the plurality of terminals via a plurality of dedicated SRBs respectively corresponding to each of the plurality of terminals in the user equipment group, wherein the configuration information comprises the configuration information for establishing the Group-SRB; and the base station sends, by downlink transmission, common control information of the user equipment group via the Group-SRB, thereby resolving the problem of extraneous signaling expenses caused by repeated data transmission in dedicated SRBs due to identical control signaling content of grouped UE. By using a common SRB and taking advantage of the characteristics of grouped UE a plurality of UE can be simultaneously controlled using a single set of transmitted control data.
