As an island nation, the role of the port is vital to the Indonesian economy. The presence of adequate port plays a major role in supporting the mobility of goods and people in this country. The port became the most important means for connecting the islands as well as between countries. Piers is one of the very important trade chains of the entire trading process, both inter-island and international trade. No exception to the existing conditions in the region Alor district. An examination of the topography of the area, Alor District is a District archipelago sea area larger than the land area. Regional Alor composed of 15 (fifteen) of the island, 9 (nine) island inhabited the island of Alor, Pantar, Pura, Ternate, Buaya, Tereweng, Kangge, Kura and Pulau Kepa and 6 (six) of the islands are inhabited the island of Sika, Cotton , Stem, Field, Deer and Goat Island with a land area of approximately 2928.87 (two thousand nine hundred and twenty-eight point eighty-seven) and area km² WilayahLaut of approximately 10773.62 (ten thousand seven hundred and seventy-three point sixty two) Km² with a coastline of 287.1 (two hundred and eighty-seven point one) Km1 and consists of a total of 17 administrative regions (seventeen) Districts. This research was conducted using qualitative approach with descriptive approach. Data was collected through: Observation and interview and documentation. Upon examination of its validity, the data were analyzed by means of data presentation and conclusion simultaneously analyzed. From the data obtained, first, Alor district local government efforts in the development and operator of the port in the district of Alor Northwestern. In order to realize the integration of development between sectors, regions and communities are required of spatial planning effective and participatory as the landing site development investments carried out by local governments, communities, and / or the business world in order to create a safe space, a comfortable, productive and sustainable. Alor district infrastructure development goal itself aims to increase the economic potential, such as marine tourism potential, the potential of agricultural products, as well as the earning potential of fishermen. Secondly, a limiting factor in the construction and operation of the port. Lack of budget greatly affect the completion of the construction of ports, and indirectly inhibit the process of port operations. Due to the lack of certainty of the central government to allocate funds for the completion of construction of the port. In addition to the lack of budget, lack of infrastructure also greatly affect the operation of the port. But if we look at the reality that exists, we must admit that the development of port infrastructure in Sub Alor Northwestern still not managed properly. This is due to lack of budget as the main support in the process of construction of port infrastructure, because the budget allocation influence on whether or not the infrastructure development.
