ROADWAY THROUGH THE MILLENNIUM MUTCD

The Millennium Manual on Uniform Traffic Control Devices (MUTCD) principal findings are condensed in this publication. The authors have paraphrased using key words and thoughts to document the main flow of the manual, including a number of helpful assists for those who seek to comprehend the contents of the MUTCD. Such assists include: (A) A flowchart of key information shown in each of the ten parts; (B) A Table that summarizes standards for each part; (C) An Alphabetical Table to identify the location of each of the contents; and (D) A summary of the key considerations in each of the ten parts. Additionally, there is a bold print scheme on the flowcharts to highlight material that has been added since the publication of the 1988 MUTCD. There is a short dissertation on the Daubert principles that may apply in a traffic control device situation under legal scrutiny. This material is presented so that the courts, attorneys, and expert witness can gain a perspective on the appropriate use of manual material when subjected to the rigorous test of the Daubert decision. Finally, this publication has developed an exercise of review in order that the reader might become proficient in the basic principles of the Millennium MUTCD. This review includes a Training Exercise that concludes with examination by four categories of questions on the material covered. The examinations have been set up for each of the ten parts of the manual. This publication should serve as a convenient supplement to the actual Millennium MUTCD.
