Framework for the Development of Competencies Using a Matrix for Decision Making: A Case Study

Strategic operations management is essential for business survival in an increasingly dynamic world, in which an increasing amount of data is generated all the time. Resource management, including competencies, requires solutions that are agile and based on information that can assist management teams in choosing professionals, who are able to provide the best solutions to old problems, in addition to facing the new scenarios. This article aims to present a procedural structure that helps managers in choosing competences to be developed, based on the analysis of contextual information and operational data. The proposed structure, built on the basis of studies by authors who evolved in the approaches to the proposed theme, was validated using data from an organization that uses the World Class Manufacturing (WCM) methodology, detailing the Cost Deployment concepts (CD) and its application in a real context. The method used was the creation of a framework and its application in a case study. As a result, it was possible to show an alternative for the choice of competences based on operational data and information, and not on the decision maker's intuition.
