A management system of a wireless cellular network, comprising: means adapted to receive, from a plurality of base stations, data indicative of network quality at the base station means; means adapted to generate a recommendation to initiate communications between at least two of the plurality of base stations based on the received data; and means adapted to transmit instructions to at least two of the plurality of base stations based on the recommendation.
