Interpretation and Reflection of Legality Reviewing Principle for a Specific Administrative Act

It deeply interpretates the connotation of legality reviewing principle,and the object,intensity,basis,standard,method and result are also stated.It holds that,firstly,"specified object" and "unilateral act" should not be the standards to define a specific administrative act;secondly,the legal review on visible injustice administrative penalties should not be exception of legality review,but legality review itself;thirdly,a court has the right to examine some Abstract behaviors,such as formulation of some regulations and other normative documents,which doesn't clashed with legality reviewing principle for a specific administrative act;Finally,the conflicts between the reviewing principle and the 38th article of Administrative Procedure Law and the 7th and the 28th article of Administrative Reconsideration Law can not be resolved.
