Reflections on Guarantee of Human Rights in Fine Punishment

The study on execution of fine punishment is a permernant and new research topic which calls for the combination of theory and law practice. It argues the relationship between extcution of fine punishment and guarantee of human rights from the angle of human rights. And it points out the lack of criminal's rights in such execation. Eventually, several solutions have been put forward: first is to clarify the subject who execute fine punishment; second is to better and legislate fine punishment; third is to standardize the regulation of fine punishment.
