Organized Crime and the State: The Political Economy of Illicit Markets

Why do some states cooperate with organized criminal groups while others do not? Furthermore, how should we characterize these cooperative/competitive relationships? This paper develops a typology of criminal group-state relationships based on the statebuilding and organizational strategies of both groups. This typology is explored in four mini-case studies of interwar Turkey, Finland, Japan, and Britain.
