The method is characterized by comprising the steps: transmitting a vehicle-control enabling signal from a current vehicle-mounted device with the vehicle control authority to a to-be-controlled vehicle vehicle-mounted device; receiving the vehicle-control enabling signal by the to-be-controlled vehicle vehicle-mounted device, judging whether the vehicle-control condition is met or not, transmitting a vehicle-control state signal expressing the vehicle-control condition to the current vehicle-mounted device with the vehicle-control authority; switching the vehicle control authority from the vehicle-mounted device with the vehicle control authority to the to-be-controlled vehicle vehicle-mounted device when the to-be-controlled vehicle vehicle-mounted device has the vehicle control condition, and controlling a train through the to-be-controlled vehicle vehicle-mounted device; not switching the vehicle control authority when the to-be-controlled vehicle vehicle-mounted device does not meet the vehicle-control condition, and continuously controlling the train by adopting the current vehicle-mounted device with the vehicle control authority.
