Analysis on Effect of SPS on Qianchuan Beef

SPS has become the main barrier of Chinese agriculture and livestock after Uruguay round negotiation.The paper studied trade ban,market accession restrictions,cost-drive effects and negative spread effects of SPS especially animal disease and MRLs brought to Qinchuan beef's' export.It proposed suggestion of strengthening the disease prevention and control and improve the altering mechanism on the macro level,of strengthening the intermediary organization and establishing the beef supply chain system on the medium-level and of strengthening quality and safety control in production and breeding to promote the growth of Qinchuan beef's export and raise farmers revenue.
