An M2M device operated in an idle mode, receives a UL access indicator which sets up a UL unavailable interval in a paging unavailable interval of the idle mode, from a base station, and transmits UL data to a base station through paging intervals of the idle mode and/or UL available intervals of the paging unavailable interval.
