The invention provides a ventilating pipe monitoring device which comprises a pressure sampling unit, a water presence signal sampling unit, a power conversion unit, an input conversion unit, a data processing unit, an output conversion unit, a control output unit, a display alarm unit and an extension alarm box. The monitoring device monitors a ventilating pipe from the aspects of ultra-deep protection and waterlogging and draining monitoring, a 'zoning interlocking control' mode is adopted, in other words, various combination modes of different signals in divided zones at different depths are judged and analyzed, and control signals are transmitted only when interlocking conditions are met. The ventilating pipe monitoring device and the monitoring method have the advantages that ultra-deep protection for a submersible vehicle can be realized by closing flap valves of a gas inlet pipeline and a gas exhaust pipeline of a diesel engine when the submersible vehicle is in a ventilating pipe sailing state; seawater is effectively prevented from flowing into a cabin of the submersible vehicle and a diesel unit owing to waterlogging and draining monitoring for the ventilating pipe and gas inlet and exhaust pipe sections of the diesel engine, so that safety of the submersible vehicle and safety of personnel are guaranteed; and complete self-checking and protecting links are provided, so that normal running of the device and prevention of misoperation are guaranteed.
