Estimation of Dynamic Characteristic of River Flow by Telemetry System

This paper shows the monitoring system of dynamic characteristic of river surface as a telemetry system. The dynamic characteristic is estimated by the composition of flow speed and direction at small ROI(Region of Interest) on a video frame image. The estimation of dynamic characteristic expresses the state of river and the dangerous area. Aim of this study is to distinguish the dangerous area, to presume water disasters and to inform them to people living near and local/national government.
