Polarizing plate with transparent adhesive, and touch panel

The present invention provides a polarizing plate with a transparent adhesive, said polarizing plate being incorporated into a touch panel that is used in a mobile informational terminal or the like, causing little adhesive residue on a punching blade during a punching process, and not easily causing foaming on a surface of adhesion between the transparent adhesive and the polarizing plate even when exposed to high temperatures and high humidity. Furthermore, an objective of the invention is to provide a touch panel having said polarizing plate with a transparent adhesive incorporated thereinto. The present invention is a polarizing plate that has a transparent adhesive, which contains a plasticized polyvinyl acetal resin, adhered thereto, wherein the angle of contact, with water, of the surface of the polarizing plate on the side where the transparent adhesive is adhered, said contact angle being based on JIS R-3257, is less than 50°.
