The invention discloses an OLED display device and an OLED display. The OLED display device comprises a substrate, and a color conversion layer and a blue-green light emitting layer stacked on the substrate. The color conversion layer comprises a blue light filter unit, a green light conversion unit and a red light conversion unit which are arranged at intervals. The green light conversion unit and the red light conversion unit are films made of an organic metal halide perovskite material. The blue-green light emitting layer emits highly-saturated blue-green light. The green light conversion unit and the red light conversion unit respectively absorb the blue-green light emitted by the blue-green light emitting layer, and convert the blue-green light into green light and red light. The blue light filter unit filters the blue-green light to get blue light. Thus, color display is realized.
