Focus on administrative responsibility transformations

Administrative responsibility transformations are assessed in relation to those identified by Husson and Faire, previous authors on the subject, at the time they were writing. Contemporary developments seem to be characterized by a deepening concept of administrative responsibility and the accompanying notion of redress, compared with the notions of solidarity, indemnification, and compensation. Thus, the autonomy of administrative responsibility, understood in terms of its unconscionability, remains a debated issue. Nevertheless, and despite recognition by the administrative judge of general principles governing the responsibility of public authorities, there is still, paradoxically, no general principle of public authority accountability, as there is for individual liability. This focus on the changes studied is based on an observation, namely the breakdown of traditional legal categories of administrative responsibility, culminating in an attempt at an explanation, looking into the effectiveness of administrative responsibility.
