The invention discloses a feeding system and method for tobaccos with different incoming moistures. The feeding system comprises a flowmeter, a moisture meter, a control system and a feeding device, wherein the flowmeter and the moisture meter are arranged in a tobacco material channel and correspond to each other so as to synchronously detect the same material; the flowmeter, the moisture meter and the feeding device are all connected with the control system; the control system converts signals transmitted by the flowmeter and the moisture meter into output signals of material and liquid additions. The standard weight of the material with the set moisture value can be obtained by calculation according to the moisture value and the instant flow rate value of the material, then the masses of a material and a liquid which are required to be applied are obtained according to the standard application proportion of the material and the liquid, and accordingly, accurate control of the material and the liquid is realized. According to the feeding method, in the material and liquid application process, the influence on the instant flow rate of the material from moisture is taken into full consideration, and the moisture is calculated as a factor, so that application of the material and the liquid of batches of leaves is accurately controlled.
