The invention relates to an intelligent panoramic monitoring and hotspot close-up monitoring system and method. The intelligent panoramic monitoring and hotspot close-up monitoring system comprises a panoramic photographing module, a video infusion module, a video storage and display module, a video hotspot detection module, a hotspot information processing module and a close-up photographing module. The panoramic photographing module conducts panoramic monitoring photographing on scenes to generate a panoramic monitoring video. The video infusion module infuses the panoramic monitoring video and a close-up monitoring video to generate an infused monitoring video; the video storage and display module stores and displays the infused monitoring video. The video hotspot detection module conducts hotspot detection on the panoramic monitoring video to generate a hotspot coordinate signal and a serial number signal. The hotspot information processing module generates a rotating angle signal and a zoom signal. The close-up photographing module conducts rotation and zoom, and close-up monitoring is conducted on local hotspots. Compared with the prior art, by means of the system and method, panoramic monitoring can be achieved, hotspot close-up photographing can be achieved as well, the hotspots can be accurately detected through a mode identification method, the monitoring video is clear, and the storage capacity is small.
