In 1995, four Minnesota men were the first to be tried and convicted under the United States Anti-terrorism Act of 1989. Douglas Baker, Leroy Wheeler, Dennis Henderson, and Richard Olrich acquired ricin as part of an alleged plot to kill local deputy sheriffs. The four men were members of a radical tax-protesting militia named the Minnesota Patriots Council.
