The Proceedings, edited by G´erard Iooss, will be published in thePitman Series “Interaction of Mechanics and Mathematics”.The text of this reprint differs from the paper only in three places. A minormisprint has been corrected in the first paragraph of Subsection 5.2, while a grossmistake has been eradicated from the close of Section 6, whose last paragraph hasbeen modified to a substantial degree; finally, the bibliography soberly acknowledgesour present vaguer forecast for the appearance of [6].
