The dead steam waste heat recovery device comprises a steam turbine 1, an absorption type heat pump unit 2, a condenser 3, a cooling tower, a cooling water circulation pump, the heat-supply network 4 and a heat-supply network circulation pump. After high-temperature steam of the power plant enters the steam turbine 1 and works, a part of dead steam enters the condenser 3, a part of the dead steam enters the absorption type heat pump unit 2 through a branch pipe to serve as a low-temperature heat source of the absorption type heat pump unit 2, and is charged as condensed water after the heat is dissipated and temperature is lowered, high-temperature and high-pressure steam in a intermediate-and-low pressure cylinder of the steam turbine 1 enters the absorption type heat pump unit 2 through a pipeline to serve as a high-temperature drive heat source, and is charged as condensed water after the heat is dissipated and temperature is lowered, and the backwater of the heat-supply network 4 sequentially enters an absorber and a condenser of the absorption type heat pump unit 2 through the heat-supply network circulation pump, is heated, and then is output to provide water for the heat-supply network.
