TRELIS: (Another) Death March Project?

The project to develop and implement TRELIS, the Western Australian Government's motor vehicle registration and driver' licensing system was large and contentious, encompassing the characteristics of a death march project, despite being well planned. The application of triage principles successfully mitigated its Death March characteristics, and TRELIS now processes $1.2 billion in revenue annually. This case study describes some of the experiences and lessons learnt from this project.
