The invention relates to a sea mustard powder biscuit for losing weight and reducing blood sugar and a manufacturing method thereof. The sea mustard powder biscuit is characterized by comprising the following 12 components in percentage by weight: 40-45% of flour, 5-10% of sea mustard powder, 3-8% of dietary fiber, 10-20% of butter, 7-15% of granulated sugar, 3-5% of egg yolk, 0.05-0.15% of leavening agent, 1-2% of L-carnitine, 0.05-1% of tea polyphenol, 0.05-1% of bitter melon extract, 0.05-0.3% of lipoic acid and 10-15% of water. The manufacturing method comprises the following steps of: uniformly mixing the flour, the sea mustard powder and the dietary fiber, sieving, and adding a blended mixture of the butter, the granulated sugar, the egg yolk and the leavening agent; dissolving the L-carnitine, the tea polyphenol, the bitter melon extract and the lipoic acid with water, mixing, uniformly blending, and baking after rolling formation; and finally cooling and packaging. The sea mustard powder biscuit has the efficacies of losing weight and reducing blood sugar and has the advantages of nutrition, health, low cost and high market development value.
